The Office of Federal Contract Compliance Programs has posted technical assistance guides for compliance requirements for federal supply and service contractors, federal construction contractors, and new federal contractors.
The technical assistance guides do not create new legal requirements or change current legal requirements; they provide tools for employers who may be receiving federal stimulus funding. The Technical Assistance Guide for Federal Supply and Service Contractors (August 2009) is intended for use by non-construction contractors and subcontractors. Federal construction contractors should use the Technical Assistance Guide for Federal Construction Contractors (May 2009). The New Contractors’ Guide (August 2009) provides basic information about the laws enforced by the agency and the compliance responsibilities of federal contractors. This guide also covers the obligations of both supply and service and construction contractors.
(For Hawaii employers who are or are becoming government contractors, HEC offers an October 14 program on Davis-Bacon Labor Standards and the American Recovery and Reinvestment Act of 2009 featuring speakers from the U.S. Dept. of Labor and the Hawaii Dept. of Labor & Industrial Relations.)
