The U.S. Dept. of Labor has issued its final rule implementing President Obama’s Executive Order requiring most new federal contractors and subcontractors with whom they do business to post notices informing their employees of their rights as employees under federal labor laws, including their right to unionize. The Hawaii Dept. of Labor and Industrial Relations says it anticipates sending out its 2008-2009 State Labor Law Poster to all registered businesses by the end of September. Additional copies of the new poster will not be mailed until October, DLIR says.

The National Labor Relations Board required poster, which had been scheduled to take effect on April 30, is under a temporary injunction by the D.C. Circuit Court of Appeals, which means that employers do not have to post the notice informing employees of their right to organize until the outcome of an appeal over the legality of the posting rule. Last week’s News Digest reported on a Nov. 14 posting requirement promulgated by the National Labor Relations Board; the NLRB says the posters will be made available to employers by Nov. 1 via its website or its regional offices.
