State permitting will be online by 2010, and will be going paperless according to the initiative signed into law by the Governor. The multi-year policy is aimed at encouraging innovation in five key components: education, the economy, workforce development, linking to the global economy, and state government. The workforce development initiatives include the development of “Lifetime Learning Accounts,” which would enable current employees to set aside pre-tax monies, matched by employers, for participation in approved training and education programs; a "Kama‘aina Come Home" state-wide program to enable Hawaii businesses to track, contact and recruit kama'aina to return for local job opportunities; and significantly expanding and standardizing business internship and mentoring programs for secondary school students so they can enter the labor force with work-ready skills.
