Terrence started with Ko`olauloa Health Center in late 2014. Prior to becoming the CEO of the health center, he worked over 25 years of public service at the Hawaii Legislature where he worked on various committees and other legislative positions including Chief of Staff for the Senate. He also worked at the Hawaii Insurance Division. At the insurance division, he was instrumental in establishing its health insurance section. Terrence currently serves on several boards: Honolulu Community Action Program, Liahona Youth Empowerment, Hawaii State FCU, Hawaii Primary Care Association, Epilepsy Foundation of Hawaii, and the Hawaii Board of Public Accountancy. He is a graduate of the University of Hawaii-Manoa, Pepperdine University School of Law and Georgetown University Law Center.
