In an effort to help keep Hawaii businesses competitive, enhance business growth, and improve the long-term employability of Hawaii's people, the State of Hawaii's Workforce Development Division established the Employment and Training Fund (ETF) program in 1991.

Through this program, non-government entity employers can register their employees to receive partially subsidized training through approved training providers which now includes HEC. The subsidy covers 50% of tuition for approved courses-in other words, the State of Hawaii ETF program will pay up to $400 per course-with no limits on the number of classes or the number of employees enrolled through the program.

As an approved provider, many of HEC's training classes qualify for the ETF training subsidy. This means organizations will receive top quality training at a fraction of the cost!

3 Simple Rules for Eligibility

  1. Participants must be currently employed by a non-government entity.
  2. Requested training must be ETF-approved, upgrade the skills of the participant's current position, and be provided by an approved ETF Training Provider.
  3. ETF cannot be used to fund training that supplants or duplicates existing training activities, or training that is required by federal, state, or county statutes.

How to Apply for ETF Funding

  1. Check out HEC's training calendar. Classes eligible for ETF funding are notated with "(ETF Approved)" at the end of the event name. For example: Supervision 101 (ETF Approved)
  2. When registering for an ETF-eligible training class, please select the appropriate ticket type:
    1. "Member ETF" (for HEC Members); or
    2. "Non-Member ETF" (non-HEC Members)
  3. Complete registration:
    1. If registering online, submit registration and make payment on the HEC website
    2. If registering by paper, send registration form and payment to HEC
  4. Complete the State of Hawaii's "ETF Employer Referral and Course Registration Agreement" and submit* to your local WDD Office.
    1. The State of Hawaii will notify HEC when the referral is approved

*The State of Hawaii recommends submitting your completed agreement to your local WDD office at least 2 weeks prior to the start of the training class.
