The Hawaii Employers Council (HEC) is pleased to see companies utilizing the Employment & Training Fund (ETF) subsidy to invest in employee training and development. As a friendly reminder, please be sure to carefully follow the ETF application process outlined below to maximize these valuable benefits.

What is the Employment & Training Fund (ETF)?

Established by the Hawaii State Legislature in 1991, the Employment & Training Fund (ETF) is designed to foster business development and enhance the skills of Hawaii’s workforce. Through this program, businesses can access grants to subsidize the cost of training for their employees, from entry-level workers to top management.

The ETF aims to support Hawaii businesses by upgrading their employees’ skills, ensuring they remain competitive in a rapidly evolving business environment. Since its inception, the ETF program has enabled thousands of individuals to receive valuable training, contributing to the growth and sustainability of businesses across the state.

Benefits of the ETF Program for Hawaii Businesses

The ETF program provides a unique opportunity for businesses to invest in their workforce without bearing the full cost of training. Here’s how the program benefits businesses and employees alike:

  1. Tuition Assistance: Employers who refer their employees to ETF-approved courses can receive 50% tuition assistance, up to $1,000 per course. This significant subsidy makes it more affordable for businesses to provide their employees with the skills and knowledge they need to excel in their roles.

Eligibility Requirements

To qualify for ETF assistance, participants must meet the following criteria:

  • Participants must be currently employed by a non-government entity.
  • The requested training must be ETF-approved, aimed at upgrading the skills relevant to the participant’s current position and provided by an approved ETF Training Provider like HEC.
  • ETF funds cannot be used for training that duplicates existing activities or is required by federal, state, or county statutes.

How to Apply for ETF Funding Through HEC

  1. Explore HEC’s Training Calendar: HEC will offer a variety of courses eligible for ETF funding. These courses will be clearly marked with “(ETF Approved)” in the event name. 
  2. Email registrars@hecouncil.org for a special ETF registration code and pre-filled ETF Forms required by the state ETF Office.
  3. Complete the registration process on the ETF-approved course event webpage using the special ETF registration code and pay 50% of the full member or non-member rate.
    • Complete the ETF Forms (at least two weeks before the HEC course start date).  Please note that the ETF forms require original signatures, and you must email HEC one of the forms, the Course Registration Agreement (page 2), for an original signature from HEC before you submit the forms to the local ETF Office for approval.
  4. Prepare for Training: Once approved, employees can attend the training sessions, equipped with the knowledge and skills needed to contribute more effectively to their organization.
