On June 6, 2025, Governor Green notified the legislature of his intent to veto 19 out of the 320 bills passed during the 2025 legislative session. The Governor’s entire list of bills, along with the veto rationale for each, is available on his website. While Governor Green is not obligated to veto any of the listed bills, he has until July 9, 2025, to officially veto a bill. All bills passed by the legislature that are not included in the intent to veto list will become law by July 9, 2025.
None of the bills tracked by Hawaii Employers Council are included in the Governor’s intent to veto list. Some notable bills on the intent to veto list that may impact Hawaii’s businesses include HB 796, which would sunset income tax credits in certain industries, including Hawaii’s film and television industries, and HB 496, which would regulate the use of certain words and labeling, such as “Made in Hawaii,” for Mamaki tea producers.
