Primary Purpose:
Provides expert guidance and advice to member companies in matters relating to human resource administration, effective employee management and relations, compliance with labor and employment laws, and promoting services provided by Hawaii Employers Council (HEC) to help member companies reach their business goals.
Develops and conducts seminars, workshops, and other training programs as needed.
Essential Duties/Functions:

Provides expert guidance and advice to member companies in matters relating to human resource administration, effective employee management and relations, compliance with labor and employment laws, and promoting services provided by HEC to help member companies reach their business goals. This includes, but is not limited to, consulting on matters relating to discipline, separation of employment, performance and leave management, and managing employee complaints.

Assists members develop employee handbooks, company policies, employment applications, performance evaluations, job descriptions, and other employment forms.

Develops, coordinates, or hosts webinars and seminars, and delivers training for member companies and small public events to advise attendees about various human resource topics, labor or employment laws, or business trends. This may include preparing and assembling appropriate training materials.

Conducts HR Practices reviews for member companies and provides recommendations and options for member consideration.

Engages in ongoing professional development in fields of human resources, labor and employment laws, Hawaii’s business environment, and challenges facing Hawaii employers.

Collaborates with other HEC departments to identify member needs and promote services to assist members reach their business goals.

Logs all member interactions and member engagement activities in a CRM system.

Cover HR Hotline phone duty and other HR Consultants on leave, as scheduled (4 -5 times per month).

Assists member companies prepare for unemployment insurance appeals hearings. This includes explaining the process, helping members compile relevant documents related to the case, assisting in preparing witnesses and questions, and providing recommendations with developing a strategy for the hearing.

Accompanies the Member Experience Manager and/or VP & Director of Membership Development on member calls and meetings.

Conducts member visits (in-person/virtual) and manages member relationships to ensure member outreach, satisfaction, and retention.
Other Duties:
- Works independently in complex matters, including conducting research, assisting with special projects, and drafting materials for publication when required. Special projects include participating in ad-hoc teams, such as the social committee or HR roundtable meetings, and developing HR related programs and materials.
- Assist other HEC teams with HR and compliance related topics, including attending training sessions that require an HR Subject Matter Expert (SME).
- Other duties as assigned.
Working Conditions:
- Workstation: Air-conditioned office. Remote work partially available. Duties require visiting other sites under a variety of indoor and outdoor conditions.
- Equipment: HEC provided laptop computer, copier, facsimile machine, and telephone/voice mail system. Access to personal vehicle required. Must possess a valid driver’s license.
- Work Hours: Weekdays: Normal business hours. Weekends or additional hours as necessary to meet business needs.
Cognitive Demands:
Most duties involve dealing with highly confidential and/or sensitive information requiring the use of good judgment and discretion. Duties also require analytical ability, attention to detail, concentration, ability to multi-task, and alertness. Requires dealing with situations involving changing priorities, complex issues, and maintaining cooperative and productive work relationships. Must be able to work under minimal supervision.
Physical Demands:
Requires sitting for prolonged periods during meetings and at other times. Frequently requires travel to other sites with periodic travel to neighbor islands.
Communications Demands:
Requires frequent oral and written communication with various management representatives, government officials, and HEC professional and support staff. Also requires making oral presentations in person and virtually before workshop groups and other meetings for up to three hours without a break.
Required Skills and Qualifications:
- Skills/Knowledge: Must have broad knowledge of human resource management, employee relations, employment law, research methods, and procedures. Must have strong communication skills (oral and written) and work effectively with management at various levels. Experience with Microsoft Office, customer relations management, and video platforms such as Zoom.
- Education/Experience: Bachelor’s Degree in Business Administration, Human Resources, Industrial Relations, or equivalent education or experience is required. A minimum of seven years of progressively responsible experience in human resource management, labor and/or employment law, or any combination of education and experience which would provide the necessary skills, abilities, and knowledge to carry out the duties of this position.
- Certifications: HRCI or SHRM certification preferred, or able to obtain within one year of employment; or license to practice law in the state of Hawaii required.

JOIN OUR DYNAMIC TEAM AS A LABOR CONSULTANT
Primary Purpose:
The Labor Relations Consultant provides guidance and assistance to member companies in matters relating to labor/union relations. The role works independently on highly complex labor relation matters such as: multi-employer bargaining, multi union bargaining or bargaining units with more than 200 members.
Essential Duties/Functions:
- Provides guidance and assistance to member companies in the matters relating to labor/union relations, including:
- Serving as Chief Spokesperson during collective bargaining.
- Developing and recommending a plan of action for member companies in collective bargaining as the Chief Spokesperson or as an active participant in the negotiating committee.
- Providing negotiations support in costing and formulating contract proposals.
- Aiding compliance with labor law (particularly NLRA) requirements.
- Reviewing and providing feedback on investigations regarding discipline, discharge, grievances and other matters.
- Representing member companies in grievance meetings as requested.
- Preparing and finalizing collective bargaining proposals, memorandum of agreements, letter of agreements, amendment of agreements, grievance settlement agreements, collective bargaining agreements and other documents as required for member companies.
- Develops and conducts in-house training and workshops for supervisors in matters related to various labor relations topics.
- Prepares quarterly industry-specific newsletters, updating members of issues pertinent to their organization.
- Organizes industry related Round Table Meetings to discuss issues pertinent to a specific industry.
- Participates in new member recruitment, orientation meetings, and maintains member relations through retention visits.
- May represent members in informal arbitrations.
- May assist member companies with unfair labor practice changes.
- May partner with HR Consultants in training related to labor relations.
Required Skills and Qualifications:
- Bachelor’s degree in Business Administration, Industrial Relations, Human Resources or related field, or equivalent work experience.
- Five (5) years of experience in Labor Relations.
- Strong oral and written communication skills with the ability to work with all levels of management.
- Demonstrated ability to use problem solving skills, good judgement and discretion in handling and resolving complex labor relations issues in order to meet timely deadlines.
- Ability to manage multiple priorities, take initiative, and deliver high-quality products and services.

JOIN OUR DYNAMIC TEAM AS A STAFF ACCOUNTANT
Primary Purpose:
The Staff Accountant is responsible for maintaining financial records, preparing reports, and ensuring compliance with accounting standards and regulations. This role requires strong attention to detail, analytical skills, and the ability to work collaboratively in a fast-paced environment.
Essential Duties/Functions:
- Prepare and record journal entries, ensuring accuracy and completeness.
- Reconcile general ledger accounts and bank statements monthly.
- Assist in the preparation of financial statements in compliance with GAAP.
- Process accounts payable and accounts receivable transactions.
- Maintain fixed asset records and depreciation schedules.
- Support month-end, quarter-end, and year-end closing processes.
- Assist with audits, providing necessary documentation and explanations.
- Ensure compliance with internal controls, policies, and procedures.
- Prepare and file general excise tax
- Process payroll, ensuring accuracy and compliance with applicable regulations.
- Provide financial data and reports to support management decision-making.
- Assist in special projects and process improvements as needed.
- Provide excellent customer service to external customers regarding invoices, ensuring timely and accurate billing.
- Follow up on outstanding receivables, proactively managing collections and maintaining positive customer relationships.
- Provide customer service to internal departments, assisting with their accounting needs and financial inquiries.
Required Skills and Experience:
- Bachelor's degree in Accounting, Finance, or a related field.
- 1-3 years of accounting experience (public or private sector).
- Strong knowledge of accounting principles and financial reporting.
- Proficiency in accounting software (e.g., QuickBooks, Sage Accounting).
- Advanced Excel skills (pivot tables, VLOOKUP, formulas).
- Excellent analytical and problem-solving skills.
- Strong organizational skills and attention to detail.
- Ability to work independently and meet deadlines.
- Strong communication and interpersonal skills.
Preferred Qualifications:
- CPA or progress towards CPA certification.
- Experience with financial statement preparation and audits.
- Familiarity with tax regulations and compliance requirements.

We support a hybrid working environment. This position is office based with opportunity to work from home. Occasional extended hours during financial close periods. However, you may be required to attend in-person meetings or work on-site at HEC’s office as needed.
