VEVRAA Benchmark Updated
On March 28, the Office of Federal Contract Compliance Programs (“OFCCP”) updated the 2019 Annual Vietnam Era Veterans’ Readjustment Assistance Act (“VEVRAA”) hiring benchmark as well as national and state information in the VEVRAA Benchmark Database. Effective March 31, 2019, the new benchmark is 5.9 percent, a reduction from last year’s benchmark.
Background
Federal contractors and subcontractors required by VEVRAA to develop a written affirmative action program must also establish a hiring benchmark for protected veterans each year or adopt the national benchmark provided by the OFCCP. The benchmark is the percentage of positions that contractors seek to fill with protected veterans each year. The VEVRAA Benchmark Database provides information regarding the establishment of hiring benchmarks and access to the national and state data that may be needed to establish these benchmarks.
VEVRAA Focused Reviews
OFCCP also announced that it plans to incorporate VEVRAA Focused Reviews next fiscal year, in addition to the Section 503 Focused Reviews announced earlier.

CSAL Posted – Are You On the List?
In related news, on March 25, the OFCCP posted the Corporate Scheduling Announcement List in the OFCCP FOIA Library providing a courtesy notice to the 3,500 establishments that will likely be audited in 2019. As discussed in a previous news digest article, companies are urged to check the list because OFCCP will not be sending out CSAL letters to the listed establishments as they have in the past. Establishments on the list should not wait for a scheduling letter, but should start preparing now.
