Mayor Caldwell announced "Honolulu's COVID-19 Recovery Framework,” which sets forth criteria for loosening and tightening restrictions on Oahu businesses and activities according to a four-tier system. The tier is determined by the number of daily cases reported and the positivity rate using 7-day averages. These metrics will be disclosed daily by the Hawaii State Department of Health and evaluated weekly for purposes of tier advancement or retreat.
Effective Thursday, September 24, Oahu is in Tier 1 (7-day average of >100 new cases reported per day and >5% positivity rate). Under Tier 1, some of the businesses allowed to reopen (with restrictions), include:
- Golf Courses (phase 2)
- Certain Real Estate (5 people)
- Car Dealerships (5 people, appointment only)
- Automated and Mobile Service Providers
- Retail and Service (including essential businesses) at 50% capacity
- Indoor Malls
- Funerals (10 people)
- Restaurants (at discretion of C&C of Honolulu) at 50% capacity (5 people from same household per table for dine in)
- Zoos, Sea Life Attractions, Aquariums, Museums, Botanical Gardens (5 people, 50% capacity for indoor areas)
- Other Commercial Attractions (5 people outdoors only)
- Tours & Skydiving (5 people)
- Hair & Nail Salons
- Personal Care Services (outdoors only)
- Pet Services
- Business Offices (Remote work encouraged)
- Conference/Breakrooms (spaced 6 feet apart; outdoor break room encouraged; face coverings)
- Group Fitness Classes (5 people, outdoors)
- Gym and Fitness Facilities (Outdoors)
