Mayor Caldwell issued Emergency Order No. 2020-27, implementing Tier 1 of Honolulu’s COVID-19 Recovery Framework, effective September 24 to October 31, 2020, unless movement to another tier is required earlier. Highlights of the Order include:
- Social gatherings (indoor or outdoor) of people from different households are limited to 5 people. (Section I. Order 3)
- Shared indoor spaces (e.g., lunchrooms, breakrooms, conference rooms) should be closed. If closure is impracticable, they may be used under certain restrictions, including: strictly limiting capacity; maintaining physical distancing of at least six feet; face coverings may be removed only while actively eating or drinking; routine cleaning and disinfection; and improving circulation/ventilation. (Section I. Order 9)
- Indoor retail businesses allowed to operate (including indoor spiritual services) are limited to no more than 50% of the maximum occupant load of the facility or room. (Section II.F. & II.F.27.)
- Educational institutions are essential businesses that may operate based on their own determinations of restrictions based on CDC, Hawaii Department of Health, and industry guidance. (Section II.F.11.)
- Fabric stores are no longer listed as an Essential Businesses.
- Designated Businesses: In addition to Essential Businesses, the following are Designated Businesses allowed to operate with restrictions in Tier 1:

- Shooting and Archery Ranges
- Golf Courses
- Real Estate services
- Car Dealerships
- Automated Service Providers
- Mobile Service Providers
- Retail and Service businesses
- Shopping Malls
- Restaurants
- Zoos, Sea Life Attractions, Aquariums, Museums, Botanical Gardens
- Other Commercial Attractions
- Bowling Alleys
- Tours & Skydiving
- Personal Recreational Boating
- Commercial Recreational Boating
- Hair & Nail Salons
- Personal Care Services
- Pet Services
- Business Offices
- Movie Theaters
- Outdoor Group Physical Activity Classes
- Outdoor Gym and Fitness Facilities
