We’re pleased to announce that Janice Yates has been promoted to HR Consultant. For over 30 years, Janice has been an invaluable resource to HEC member companies, helping members navigate all facets of human resources compliance issues.
We also welcome to the HEC family Stacey Hiramoto and Thomas Nakasone. Stacey brings over 30 years of human resources experience in the tourism, hospitality, and legal industries, while Thomas brings accounting experience from both for-profit and non-profit industries.

Janice Yates has been promoted to HR Consultant. Since 1989, Janice has helped our members with all facets of HR compliance issues, including understanding the intricacies of federal and state laws concerning wage and hour, discrimination, harassment, and mandatory provision of health insurance. Janice not only conducts HR practices audits, but also reviews and revises HR policies, employee handbooks, and job descriptions. She also regularly assists members with unemployment insurance appeals hearings at the Employment Security Appeals Referee’s Office. Janice is a member of the national chapter of the Society for Human Resources Management (SHRM) and has earned her PHR and SHRM-CP designations.
Stacey Hiramoto joins as an HR Advisor with over 30 years of human resources experience in the tourism, hospitality, and legal industries. Her breadth of experience includes the development and management of all aspects of human resources including the administration of employee benefits, employee relations, workers’ compensation, safety, and training, as well as labor relations. Most recently, she served as the Human Resources Director of Hawaii Residency Programs, Inc. Stacey received her Bachelor of Business Administration degrees in Travel Industry Management and Marketing. She is a local and national chapter member of the Society for Human Resources Management.
Thomas Nakasone joins HEC as Staff Accountant and brings accounting experience from both for-profit and non-profit industries. Previously, Tom served as the accounting clerk for Central Union Church. Before that, he worked as a staff accountant for Elite Parking Services and helped maintain the financial records of about 100 locations and five separate operating entities under the Elite Family umbrella, which included a non-profit. Tom helped to support Elite during its exponential growth from 250 employees to over 1,000 employees. Tom earned his degree in Business Management from the University of Hawaii at Manoa. He enjoys traveling to parts unknown, hiking, and reading.
