Update 4/9/2025: Due to recent Executive Orders issued by the Trump Administration, the filing of the CC-257 report may no longer be required. Federal contractors should contact their contracting officer to determine if this report is required.
The Office of Federal Contract Compliance Programs (OFCCP) recently announced that federal construction contractors and subcontractors and federally assisted construction contractors and subcontractors with contracts exceeding $10,000 must submit the CC-257 monthly report, starting on April 15, 2025, that reports data from the previous month.
The CC-257 report includes data regarding employees’ racial group, gender, work classifications (forepersons, journey workers, trainees, etc.) and work hours. The reports are due on the 15th of every month, preferably in an Excel version emailed to ofccp-construction@dol.gov. Alternatively, companies may submit PDF versions via email or mail.
Construction contractors are encouraged to review their contracts to determine if this requirement applies, review payroll or HRIS systems to ensure this data is easily reportable, add this report to compliance deadlines, and review data to ensure the company promotes equal employment opportunity.
Additional information and instructions are available on the U.S. Department of Labor’s FAQs on OFCPP’s Monthly Employment Utilization Report.
