Associate General Counsel
As Associate General Counsel, Brooke Tongg provides legal support to the Council’s Human Resources and Labor Relations Consultants.Brooke is a sixteen-year attorney experienced in labor and employment law, criminal law, and litigation. For ten of those years, Brooke worked exclusively in labor law in private practice. Prior to joining the Council, Brooke was at ProService Hawaii, initially as an HR Consultant and most recently as the Client HR Manager. In that role, Brooke oversaw a team of HR Consultants, Handbook Consultants, and staff attorneys and served as an internal subject matter expert providing guidance relating to human resources practices and labor, employment, and wage and hour laws. Brooke successfully improved and scaled her team’s service offerings to meet all quarterly objectives and key performance indicators while consistently earning the highest company employee engagement ratings.
Brooke graduated with honors from the University of Washington, receiving her degree in Business Administration. She received her Juris Doctorate from the University of Hawaii William S. Richardson School of Law, graduating Summa Cum Laude. Brooke is licensed to practice law in Hawaii, and is a member of the American Bar Association and Hawaii State Bar Association.
